Applicant must be a citizen of India, or a subject of Nepal, Bhutan, a Tibetan refugee (entered India before 01.01.1962), or a person of Indian origin who migrated from Pakistan, Burma, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, or Vietnam with permanent settlement intent.
